He is scared and unwilling to fight, so she keeps pushing and trying harder and harder going so far as to lash out at him herself and force them both into danger till it happens fueled by Harley's mania and loneliness. It's been weeks and weeks and she's starting to miss her home and friends. Being so needy Harley's natural response is to pour herself into physical activity and being "Harley Quinn" when he ruins it for her by not wanting to play she'll tantrum.
